 EX-MINISTER RESUMES LEGAL CAREER

After a successful political career, associate attorney Randall Quirós rejoined Quirós & Asociados Central Law Firm, Central Law’s Regional Office in Costa Rica.

During the administration of ex President Abel Pacheco, 2002-2006, Quirós was in duty as Vice-minister of Governance and Police from May, 2002 to June, 2003, Vice-minister of the Presidency from June, 2003 to October, 2004 and Minister of Public Transportation and Infrastructure from October, 2004 to May, 2006.

Quirós, resumed his legal career as associate attorney and Notary Public in Quirós & Asociados Central Law last May, after he left public office with the elections that appointed Oscar Arias as new President of Costa Rica.

Achievements in the Costa Rican Government

As Minister of Public Transportation and Infrastructure, Quirós signed concessions given to national and international companies, of the main roads in the country, in order to improve national infrastructure needed to enhance productivity. The two routes given in concession are: San José-San Ramón and San José-Orotina-Puerto Caldera (one of the country’s main port).

Another achievement was to lower and maintain the in-site highway death rate for two consecutive years; hitting a record-low in Latin America.

In his duty of Vice-minister of Governance and Police, Quirós’ main achievement was to write the first draft of the new Costa Rican Inmigration law. In the American continent, Costa Rica is the third largest inmigrant receiver from other Central and South American countries.

Before working with Quirós & Asociados Central Law, Quirós, attorney widely known for his tax expertise, worked as associate Attorney and Notary Public, in Quirós, Tames, Rodríguez and Chaves, from 1997 to 1999, was Director of the Legal Department of Grupo Camacho Legal, from 1993 to 1997. He joined in Bufete Aguilar & Asociados, from 1990 to 1993, as associate Attorney and Notary Public. In the public sector, from 1990 to date he is external Notary Public for Instituto Nacional de Seguros -INS, Costa Rica’s National Insurance Company, and for Caja Costarricense de Seguro Social-CCSS, Costa Rica’s national social security Institution. He was admitted to Costa Rica’s Bar Association in 1990.
